Vico Sotto Fires Back: Pasig Mayor Files Election Offense and Perjury Raps Against Sarah Discaya
Pasig City Mayor Vico Sotto isn’t done with Sarah Discaya. On Thursday, the popular young mayor filed election offense and perjury complaints against the controversial contractor who ran against him in the May 2025 elections. Sotto personally went to the Comelec’s Political Finance and Affairs Department in Intramuros, Manila to submit the complaint.
At the heart of the case: alleged campaign overspending and false declarations. According to Sotto’s complaint-affidavit, Pasig had 463,885 registered voters in 2025, which means a party-backed candidate was only allowed to spend up to P1,391,655 based on the P3-per-voter cap. Discaya, he alleges, blew way past that limit.
Sotto pointed out that while Discaya declared P895,000 in expenses for printed campaign materials, she conspicuously did not report spending on digital advertisements, billboards, rallies, caucuses, or related travel. The mayor attached screenshots of online ads that were either labeled as donated or paid for by Discaya but never appeared in her Statement of Contributions and Expenses.
A separate perjury complaint was also filed before the Pasig City Prosecutor’s Office. Sotto explained his timing: “Before elections, I did not want to file any disqualification case because I wanted the people to decide. But now the period of politics is over and we are just basing this on what is right and what is written in the law.”
Discaya, who is currently detained in connection with the massive flood control projects scandal, now faces legal battles on multiple fronts. The DPWH previously filed criminal complaints against her over a P96.5-million ghost project. With Vico’s latest move, the legal noose around the embattled contractor tightens further.
