Senate Unanimously Passes Resolution to Protect OFWs as Middle East War Threatens Mass Repatriation
The Philippine Senate has unanimously adopted a resolution urging the government to take immediate action to protect and repatriate overseas Filipino workers (OFWs) as the conflict in the Middle East continues to escalate. Senate Resolution No. 325, later adopted as Resolution No. 41, was passed on March 3 with the full backing of all senators, signaling how seriously the chamber is treating the growing crisis.
Sen. Kiko Pangilinan, who sponsored the resolution, said the government must implement expanded monitoring and welfare measures — including a verified list of all Filipino workers, tourists, and their families abroad with updated locations and contact info. The resolution also calls for regular welfare check-ins, mandatory deployment lists, and contingency plans for evacuation, temporary shelters, and repatriation pathways.
Senate Minority Leader Alan Peter Cayetano, while supporting the measure, pushed for an amendment clarifying that repatriation should only happen "in necessary situations." Drawing from his experience as former Secretary of Foreign Affairs, Cayetano warned that a blanket call for repatriation could create panic among both employers and workers and disrupt ongoing diplomatic and labor arrangements. His amendment was accepted and incorporated into the final resolution.
The stakes are enormous. OFWs across Israel, Iran, Jordan, Lebanon, Syria, Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE play vital roles both in their host economies and in supporting their families back home through remittances. Sen. Bam Aquino emphasized that the expanding scope of armed engagements and airspace closures have already disrupted travel and daily life for many Filipinos in the region.
The resolution also calls on the Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) to mobilize all available resources, including the DFA's Assistance to Nationals Fund and the AKSYON Fund. With a seventh repatriation flight from Dubai carrying 37 OFWs expected to land Sunday night, the crisis is no longer theoretical — it's happening now, and millions of Filipino families are watching and praying.
