Ralph Recto Gets Coast Guard Vice Admiral Rank — Stepson Luis Manzano Also Inducted Into PCG Auxiliary
Executive Secretary Ralph Recto has been formally conferred the rank of Auxiliary Vice Admiral by the Philippine Coast Guard, with the donning and oath-taking ceremony held aboard the PCG's flagship vessel BRP Teresa Magbanua last February 26.
Recto, a former senator and ex-DOF chief, reaffirmed the Marcos administration's full backing for the Coast Guard's maritime safety and modernization programs. 'I stand firmly behind you, every day, in every decision that strengthens you,' he told PCG personnel during the ceremony.
Also inducted into the PCG Auxiliary Executive Squadron were Acting DBM Secretary Rolando Toledo as Auxiliary Rear Admiral, along with several Auxiliary Commodores — including actor Luis Manzano, Recto's stepson. The PCGA is a volunteer reserve arm that provides expertise, vessels, and logistical support during maritime operations.
Recto outlined ambitious plans, revealing that this year's budget signals a decisive push to build a standing force of 108,867 uniformed personnel — equivalent to three Coast Guard personnel per kilometer of the Philippine coastline. He also pledged sufficient funding for day-to-day operations and fleet modernization.
PCG Commandant Admiral Ronnie Gil Gavan thanked Recto for the support, saying it enables the acquisition of modern maritime assets, strengthened human resource development, and advancement of command and control systems. The Philippines has one of the longest coastlines in the world, making the PCG's role critical in maritime law enforcement and sovereignty assertion.
