Libre Sakay Mode: Manila Taps 1,442 Jeepney Drivers Para Tulong sa Commuters

Manila City rolled out a quick libre sakay move after fuel prices kept climbing, hiring 1,442 jeepney drivers to help keep public transport moving for ordinary commuters. The program was activated through Executive Order No. 14, series of 2026, and started on March 30 and 31 before a temporary Holy Week pause.

Mayor Isko Moreno said the city wanted an immediate answer to the pressure being felt on the ground as the Middle East conflict continued to push fuel costs higher. The local government said the program may even be extended if it works well and if funds remain available.

Under the setup, Manila will spend about P21.63 million, with P3,000 allocated per jeepney. That breakdown includes P1,000 for the driver, P1,000 for the operator, and another P1,000 meant for diesel, while each participating unit is paired with an enforcer from the Manila Traffic and Parking Bureau.

The city also identified 22 jeepney operators and drivers associations for the initiative, covering routes in busy areas such as Divisoria, Quiapo, Tayuman, Pandacan, Paco, Sta. Ana, and SM Manila. Participating units are marked with a white banner saying the PUJ is being provided for by the City of Manila.

For riders, the move is both relief and signal: local governments are starting to step in habang mabigat ang impact ng oil spike. For drivers and operators, it also offers a short-term cushion so they can stay on the road while commuters get a bit of breathing room.
