Japan Backs Big PH Build Push with Fresh Subway and Mindanao Road Cash

The Philippines just locked in fresh financing from Japan for two major infrastructure projects, giving the Marcos administration another big push on transport and regional connectivity. The new agreements cover additional funding for the Metro Manila Subway Project Phase 1 and engineering services for the Central Mindanao High Standard Highway Project.

Foreign Affairs Secretary Ma. Theresa P. Lazaro and Japanese Ambassador Endo Kazuya signed and exchanged the diplomatic notes at the Department of Foreign Affairs, with officials from the DOTr, DPWH, DOF, DEPDev, and JICA also present during the ceremony. Hindi lang siya photo op — the signing formalized Japan’s continued backing for projects already seen as core national priorities.

The largest chunk is a ¥220 billion loan, roughly ₱84.81 billion or about $1.48 billion, for the fourth tranche of the Metro Manila Subway Project. That subway line is designed to run about 27.5 kilometers from Valenzuela City down to NAIA Terminal 3 in Bicutan, a route meant to ease daily travel pain in the capital.

On the Mindanao side, the deal also supports engineering work for the Central Mindanao High Standard Highway Project, which is intended to improve regional connectivity and help move people and goods more efficiently. For a country that badly needs better logistics, this is the kind of long-game spending that can actually matter.

Bottom line: Japan is again putting real money behind Philippine infrastructure, and this latest package shows the partnership is still very active. If implementation stays on track, commuters in Metro Manila and communities in Mindanao could both feel the impact in the years ahead.
