Here We Go Again: Fresh Impeachment Complaints Filed vs. VP Sara Duterte After Supreme Court Ruling

Just three days after the Supreme Court affirmed its ruling declaring the previous impeachment articles against Vice President Sara Duterte unconstitutional, her accusers came back swinging — filing not one but two fresh impeachment complaints on February 2, 2026.

The Makabayan coalition filed the first complaint, alleging Duterte betrayed public trust by ordering subordinates to prepare fabricated liquidation reports and falsified documents for the Commission on Audit to justify the use of confidential funds. They also accused her of dereliction of duty for refusing to cooperate with congressional oversight during budget deliberations.

Civil society group Tindig Pilipinas followed up with a second complaint on the same day, piling on additional charges including Duterte's public admission of hiring an assassin to target President Marcos Jr., First Lady Liza Marcos, and then-Speaker Martin Romualdez. The complaint also cited misuse of confidential funds, distribution of monetary gifts to DepEd officials, unexplained wealth, and alleged links to Davao Death Squad extrajudicial killings.

Both complaints included the November 2025 affidavit of Ramil Madriaga, a self-described former intelligence operative who claimed he worked for Duterte's vice-presidential campaign and helped transport large sums of money on her orders. House Justice Committee Chair Gerville Luistro confirmed that the new filings comply with the Supreme Court's January 28 Resolution.

The legal saga is far from over. The Supreme Court's resolution also imposed new rules: articles of impeachment must be shared with all House members, evidence must meet the required quantum of proof, and the VP's due process rights must be observed. Whether these fresh complaints survive the new procedural gauntlet remains to be seen.
