Finally, MRT-3 Gets a Major Glow-Up: Japan Loans ₱8.2 Billion for Full Restoration

Good news for the millions of commuters who ride the MRT-3 daily — the beleaguered train line is getting a massive ₱8.2-billion makeover, courtesy of Japan. The Department of Finance (DOF) announced on Tuesday that it has secured the third tranche of a loan from the Japan International Cooperation Agency (JICA) to fund the full restoration of the Metro Rail Transit Line 3.

The loan will cover the repair, renewal, and upgrade of practically every component of the MRT-3 system — tracks, signaling, power supply, overhead lines, communications, and station equipment. Perhaps most exciting for sardine-packed commuters: the project includes transitioning to four-car trains, which will add 394 more passengers per trip and hopefully reduce those nightmarish waiting times during rush hour.

"For Filipinos, this means three important things: fewer delays, shorter waiting times, and a more comfortable and predictable ride to work, to school, and back home to family," Finance Secretary Ralph Recto's representative said during the signing ceremony. The DOF argued that even saving commuters 20 minutes a day translates to better productivity, more family time, and economic growth.

Japan has committed to restoring the MRT-3 to its "original as-designed condition," a goal that has eluded the system for years. JICA chief representative Baba Takashi called the progress a "testament to the strength of our vital partnership" with the Philippines.

The timing couldn't be better. MRT-3 ridership hit 141.63 million passengers in 2025, a 4.2% jump from the previous year and the first time it exceeded 140 million since 2017. After years of breakdowns, delays, and pandemic restrictions, this billion-peso restoration might finally give Metro Manila commuters the train system they deserve.
