Executive Secretary Recto Now an Auxiliary Vice Admiral — Vows to Build 108,000-Strong Coast Guard

Executive Secretary Ralph Recto has a new title to add to his already impressive resume: Auxiliary Vice Admiral of the Philippine Coast Guard. The formal donning and oath-taking ceremony was held aboard the PCG's flagship vessel BRP Teresa Magbanua on February 26.

Recto, who previously served as a senator and headed the Department of Finance before joining the Marcos Cabinet, was inducted into the PCG Auxiliary — a volunteer support arm that provides expertise, vessels, and logistics during maritime patrols and disaster response operations.

During the ceremony, Recto reaffirmed the administration's full backing for the Coast Guard. 'I stand firmly behind you, every day, in every decision that strengthens you, affirming President Marcos' full support for the PCG,' he declared.

The Executive Secretary also unveiled an ambitious long-term plan: building a standing force of 108,867 uniformed personnel — roughly three Coast Guard members per kilometer of Philippine coastline, one of the longest in the world. This year's budget, he said, will create new positions and fund modernization efforts.

Also inducted were Acting DBM Secretary Rolando Toledo as Auxiliary Rear Admiral, along with several Auxiliary Commodores including actor Luis Manzano, who is Recto's stepson. PCG Commandant Admiral Ronnie Gil Gavan thanked Recto for supporting fleet modernization and capability enhancement.
