The Department of Energy has opened a temporary workaround as fuel pressure from the Middle East war keeps hitting the Philippines. In a new circular, the agency said selected sectors may temporarily use Euro II petroleum products, a lower-grade fuel standard than the Euro IV benchmark normally required in the country.

DOE Secretary Sharon Garin said the measure is meant to be narrow, controlled, and temporary lamang. According to the agency, this does not replace the country’s cleaner fuel rules, but gives limited flexibility to sectors that may struggle with supply and cost pressure during the current oil crunch.

Under the temporary setup, Euro II fuel may be used by in-use vehicle models from 2015 and earlier, traditional jeepneys, some industrial users like generators and power plants, plus the marine and shipping sector. The DOE said downstream players must keep Euro II and Euro IV stocks fully segregated in storage, transport, and retail systems.

The government also wants consumers clearly warned before any purchase. Fuel sellers that will offer Euro II products must notify the Oil Industry Management Bureau, identify the stations involved, and post visible advisories so motorists can check whether their vehicles are compatible before magpakarga.

President Ferdinand Marcos Jr., in a separate update cited in the report, said the government is also rolling out fare discounts, free rides, and cash aid for affected transport workers while exploring fuel supply arrangements with several countries. The broader message from Malacañang: short-term relief now, while trying to keep supply stable and avoid a bigger price shock later on.
