It's over, and the PNP is calling it a win. Philippine National Police chief Gen. Jose Melencio Nartatez Jr. declared that both the 40th EDSA People Power anniversary and the Trillion Peso March Part 3 concluded on February 25 without any major untoward incident. About 6,000 people gathered at the EDSA Shrine and People Power Monument, while more than 13,000 cops were deployed — many stationed since Tuesday night.

'The EDSA anniversary and Trillion Peso March have concluded without any major untoward incident. Overall, the activities were generally peaceful,' Nartatez said, thanking both organizers and police for their cooperation. He also praised his officers for exercising 'maximum tolerance' throughout the day.

It wasn't completely without drama though. Seven policemen were injured when some unruly protesters started throwing stones. Police Brig. Gen. Ponce Rogelio Peñones Jr., head of the PNP Directorate for Operations, said at least two people were arrested and will face charges including direct assault, resistance and disobedience to authority, and alarm and scandal.

Peñones noted that some groups marched without permits, but police still accommodated them under the PNP chief's standing order of maximum tolerance. 'Let's still give them what they have given, express their opinions, provided they should not cause trouble,' he said. The approach appears to have worked — the stone-throwing incident was isolated and didn't escalate.

Nartatez framed the whole thing as proof of Philippine democratic maturity: 'This successful collaboration is a testament to our maturity as a nation. We have proven that we can exercise our democratic rights and voice our sentiments while maintaining mutual respect for the law and the safety of our fellow citizens.' Whether marchers agree with that rosy assessment is another story — pero at least walang namatay.
